Hat Creek Construction · Susanville & Lassen County, CA
Building the Next 50 Years Together.
Approved 5-0 by the Lassen County Board of Supervisors · August 25, 2026
On Tuesday, August 25, the Board of Supervisors approved Skyline 5-0.
The county moved the hearing to Jensen Hall at the fairgrounds to make room, and you filled it. You gave up a Tuesday night and stayed for three and a half hours. People drove in from Chester, Fall River, and Red Bluff. Neighbor after neighbor stood up to speak, and 251 of you signed the letter to the Board.
I've spent a lot of Tuesday nights at community events over the years. I've never been more humbled than when so many of you gave up one to show up for us.
To those who came with concerns: thank you, too. You asked real questions, and this is a better project because of them.
We made four promises along the way: good local jobs, a reliable local supply of the rock our roads and homes are built on, environmental protection that goes further than the state requires, and safe work that respects our neighbors. Approval doesn't finish those promises. It starts them.
We know you've heard plenty about Skyline, so here's the short version of what's next. First comes the slow, necessary work: bringing commercial power to the site, which alone can take a year, drilling the well, and improving the road at the entrance. We'll move the plants over when the work is there to support it. When there's something worth knowing, you'll find it here first.
With gratitude,
Perry Thompson

We made four commitments to Lassen County. Here's what we're held to.
Hat Creek Construction & Materials employs 75 people today and will grow to 100 to 125 with Skyline. Family-sustaining wages, $7M+ in annual payroll, and $25M+ in vendor spending stay in Lassen County.
About 90% of processed aggregate will go to nearby job sites. Shorter hauls mean cleaner air, lower costs, and more affordable roads, schools, and housing.
Skyline will go further than the state requires on noise, truck traffic, and environmental protection. The Environmental Impact Report set 78 mitigation and monitoring requirements across 10 categories.
An industry-leading safety record, structural noise berms, dust suppression, and a 300-acre conservation buffer will protect our team and the surrounding community.
